Executive Officers
Bill Elwell
Bill has built a diverse career spanning aerospace technology, computer manufacturing, education, and business ownership. He began his career working on aerospace computer applications with the FAA and NASA before joining several leading computer manufacturers. In 1997, Bill joined Intel Corporation, where he contributed to the company’s work in computer processor technology. Following his time at Intel, he transitioned to teaching Network Forensics at Highline College and providing technical support through Pro Group Networks, which he later purchased and continues to lead.
As a member of the Bremerton Foodline Board of Directors, Bill is dedicated to strengthening the organization’s ability to serve individuals and families experiencing food insecurity. In addition to his Board service, he actively volunteers with Bremerton Foodline through events and community outreach and supports other nonprofit organizations, including Big Brothers Big Sisters. Bill brings decades of leadership, technical expertise, and a strong commitment to community service to the Board.
Mark L'Esperance
Mark brings a diverse career in education, operations management, and nonprofit leadership, along with a lifelong commitment to community service. He earned his undergraduate degree from the University of Washington and a graduate degree in Speech and Language Pathology from Western Washington University. Mark began his career serving preschool-aged children with the Seattle-King County Head Start program before transitioning into operations leadership within the food processing industry, where he managed manufacturing facilities in Washington and California. Following his retirement from the private sector, he served as Director of Operations for Nourish Pierce County Food Banks, overseeing a network of 18 feeding sites.
As a member of the Bremerton Foodline Board of Directors, Mark is dedicated to advancing the organization’s mission of combating food insecurity and expanding access to nutritious food throughout the community. After retiring from nonprofit leadership, he continued his commitment to hunger relief by supporting the Little Free Pantry movement in Kitsap County before joining the Bremerton Foodline Board. Outside of his volunteer service, Mark enjoys traveling, photography, reading, and spending time with his nine grandchildren.
Whitney Tatum
Whitney is the founder of MOXIE Entrepreneurial Support Services, where she partners with nonprofits, public agencies, and small businesses to strengthen governance, operations, policies, and organizational systems. She is passionate about building sustainable organizations that effectively serve their communities while creating the structure and leadership needed for long-term success.
As a member of the Bremerton Foodline Board of Directors, Whitney is dedicated to advancing the organization’s mission of combating food insecurity in Kitsap County. She brings expertise in nonprofit governance and organizational development, helping to strengthen Board effectiveness, support strategic decision-making, and ensure Bremerton Foodline remains a strong and sustainable resource for the community.
Dyronne Luarca
Dyronne brings extensive experience in finance, risk management, and nonprofit leadership. After beginning his career in Bremerton, he spent many years in the New York City area serving in finance and risk management leadership roles with JPMorgan Chase, Citi, The Bank of New York Mellon, and Prudential Financial. He has since returned to his hometown and currently serves as Finance Director for Kitsap Credit Union. A U.S. Navy veteran, Dyronne served as a Surface Warfare Officer aboard the USS Carl Vinson (CVN 70) and USS Rodney M. Davis (FFG 60). He holds an MBA from the University of Notre Dame, a degree in Computer Science from the University of San Diego, and is a proud graduate of Bremerton High School.
As a member of the Bremerton Foodline Board of Directors, Dyronne is committed to strengthening the organization’s financial stewardship and advancing its mission of combating food insecurity throughout the community. His nonprofit experience includes serving organizations such as Food Lifeline, the Everett Animal Shelter, and the Center for the Homeless in South Bend, Indiana. Outside of work and volunteer service, he enjoys running the local roads and trails with his Goldendoodle, Jem.
Board Members
Adraine Weber
Adraine brings decades of engineering, leadership, and public service experience to the Bremerton Foodline Board of Directors. A Kitsap County resident for more than 40 years, she earned a degree in Mechanical Engineering from the University of Washington and spent 38 years at Puget Sound Naval Shipyard. Throughout her career, she held a variety of engineering and leadership positions, culminating as the first female Division Head of the Fluid and Mechanical Engineering Division. In this role, she led strategic planning, managed personnel, and provided technical leadership in support of the U.S. Navy. Adraine has also completed multiple Navy leadership programs and is a graduate of Leadership Kitsap.
As a member of the Bremerton Foodline Board of Directors, Adraine is committed to strengthening the organization’s mission of combating food insecurity and serving the community with compassion and excellence. Her lifelong dedication to volunteerism includes supporting local schools, serving as a martial arts instructor, judging science fairs, and holding leadership roles with other nonprofit organizations. Outside of her volunteer service, Adraine enjoys traveling, practicing yoga, reading, spending time with her family, and exploring the waterways of the Pacific Northwest on her stand-up paddle board.
Andy Borchers
Andy brings more than a decade of experience in logistics, business development, and community engagement, with a strong foundation in nonprofit program development. As a Sales Executive with United Moving and Storage in Bremerton, he has led initiatives focused on revenue growth, operational improvement, and exceptional client service. His professional experience, combined with his background in organizational development, has shaped a collaborative leadership style centered on building strong partnerships and creating sustainable community impact.
As a member of the Bremerton Foodline Board of Directors, Andy is committed to advancing the organization’s mission of combating food insecurity and strengthening community connections. Since relocating to Bremerton in 2017, he has been an active volunteer with Bremerton Foodline, Special Olympics, and the recovery community, dedicating his time to supporting individuals and families throughout the region. Andy holds degrees in Psychology and Organizational Development from Western Washington University and Business Management from Peninsula College. Outside of work and volunteer service, he enjoys spending time with his family and two dogs.

Joan Brady
Joan brings more than 35 years of legal experience and a longstanding commitment to community leadership through nonprofit and professional board service. She earned her bachelor’s degree from the University of Notre Dame and her Juris Doctor from the University of South Carolina. Throughout her career, Joan has served on numerous boards, including a local school board, the Executive Board of the Northern Kentucky Chase Inn of Court, and both the Cincinnati/Northern Kentucky and Washington State Chapters of the Federal Bar Association, where she has provided leadership and governance expertise.
As a member of the Bremerton Foodline Board of Directors, Joan is dedicated to advancing the organization’s mission to combat food insecurity and strengthen the community. After relocating to the Pacific Northwest in 2020, she welcomed the opportunity to support Bremerton Foodline as an extension of her lifelong commitment to volunteerism and organizations that promote food security. Her husband, Charles, shares that commitment by serving as a Neighborhood Captain for the Food Project. Outside of her professional and volunteer roles, Joan enjoys hiking, walking, reading, traveling, and spending time with family and friends.

Summer Rosa-Mullen
Summer brings more than 20 years of experience in human services and crime victim advocacy, with a career dedicated to supporting women, children, and individuals impacted by trauma. In her role as Supervisory Sexual Assault Response Coordinator with Naval Base Kitsap, she oversees comprehensive, trauma-informed advocacy and response services for military service members, their families, and federal employees.
Since relocating to Bremerton with her family in 2022, Summer has become passionate about strengthening the local community. As a member of the Bremerton Foodline Board of Directors, she is committed to advancing the organization’s mission to combat food insecurity and ensure every member of the community has access to nutritious food and compassionate support. She brings a collaborative leadership style, a deep commitment to service, and a strong belief in creating healthy, resilient communities.
